While the language of "empire" may be new, and the implications newly profound, the recent wave of heated debate about American imperium—at both popular and professional levels—is not a new debate at all. Rather, it is the inevitable end-game of an earlier debate (ongoing since at least the late 1980s) over the nature, purpose, and significance of American primacy in world affairs. Many voices have made tangible contributions to this discussion, contributions that made significant differences in the formation and implementation of policy.
