The problem of proselytism is one of the great ironies of the democratic revolution of the modern world. In the last four decades, more than 30 new democracies were born around the world. More than 150 major new national, regional, and international instruments on religious liberty were forged—many replete with generous protections of liberty of conscience and freedom of religious exercise, guarantees of religious pluralism, equality, and non-discrimination, and several other special protections and entitlements for religious individuals and religious groups.
