Introduction: IRFA, Ten Years On

Ten years ago in October, Congress passed, and President Clinton signed, the International Religious Freedom Act (IRFA). A multifaceted piece of legislative machinery, IRFA was created to ensure that religious liberty, which had been a relatively neglected item on the human rights agenda, would be elevated and integrated into American foreign policy. With a decade's worth of hindsight and as the nation prepares to elect a new president who will inherit complex global challenges and opportunities, the time is ripe to revisit U.S. international religious freedom policy.
